Enabling Digital Learning, Now and
in the Future

CERDIK is a Government Linked Company (GLC) and Government Linked Investment Company (GLIC) Corporate Responsibility (“CR”) pilot initiative to provide digital access comprising laptops, tablets and data connectivity to students from lower-income families.

The initiative will involve contributions worth RM150 million from 22 GLCs/GLICs.

Education Challenges

School opening and closures since mid-March 2020 have intermittently suspended formal classroom learning for 4.9 million schoolchildren nationwide. Whilst the digitisation of education is an on-going process, COVID-19 has greatly accelerated the need for it. However, access to online education has proven to be a challenge, particularly for low-income households. Low device ownership makes the implementation of online learning quite challenging.

The participating GLICs are Khazanah Nasional Berhad (“Khazanah”), Yayasan Petronas, Permodalan Nasional Berhad (“PNB”), and Employees Provident Fund (“EPF”) as well as their respective group of companies (“GLCs”).

What is CERDIK?

CERDIK is a GLIC-GLC -driven CSR initiative announced in Budget 2021 that aims to provide digital access comprising laptops, tablet computers, and data connectivity worth RM150mn.

Working in partnership with the Ministry of Education (MOE) and the Ministry of Finance (MOF), the initiative is fully funded by Government Linked Investment Companies (GLICs), Government Linked Companies (GLCs), and their foundations.

Objectives

CERDIK aims to close the digital learning gap for approximately 150,000 students in primary and secondary schools in Malaysia and pilot digital learning models for future adoptions.

Roles in CERDIK

Ministry Of Finance (MOF) via LAKSANA (Unit Pelaksanaan & Koordinasi Stimulus Ekonomi Antara Agensi Nasional) will monitor each initiative under Budget 2021 including CERDIK.

Ministry Of Education (MOE) will input into the programme design, including the selection of states, schools, and student cohorts for CERDIK.

GLCs, GLICs, and their foundations will work with the Secretariat in fulfilling their pledges. In this initiative, they will work closely with the Secretariat to close any gaps in terms of devices and connectivity required and undertake the necessary procurement.

Yayasan Hasanah, the impact-based foundation of Khazanah, is the Secretariat (i.e. coordinating agency) of the CERDIK pilot initiative. Working in partnership with the MOF and the MOE, the foundation will coordinate the overall programme in consultation with all parties.

About CERDIK

CERDIK is a Government Linked Company (GLC) / Government Linked Investment Company (GLIC) driven Corporate Responsibility (CR) pilot initiative announced in Budget 2021 that aims to provide digital access comprising laptops, tablet computers, and data connectivity worth RM150milion to students from lower-income families.

CERDIK is a long-term initiative for digital learning, for now and in the future. CERDIK is not a short term, one-off device donation initiative.

CERDIK aims to close the digital learning gap for approximately 150,000 students in primary and secondary schools in Malaysia and pilot digital learning models for future adoptions.

Our four objectives:

  1. To provide the most marginalised school students with devices, access to data and connectivity.
  2. To enable students to access online learning during school closures as well as any future digital learning experiences when schools reopen.
  3. To bridge the learning gap between those who can afford devices and those who cannot.
  4. Pioneering the digital learning models by the Ministry of Education (MOE) for future use.

Yayasan Hasanah is the Secretariat of the CERDIK pilot initiative. Working in partnership with the Ministry of Finance (MOF) and the Ministry of Education (MOE), the foundation will coordinate the overall programme in consultation with all parties.

CERDIK will serve all states across Malaysia, specifically focusing on schools with a high proportion of students from B40 backgrounds.

Schools: The Ministry of Education (MOE) will select schools with a high proportion of B40 students in each state.

Students: The Ministry of Education (MOE) will identify students without existing access to an appropriate device from B40 backgrounds.

Due to the limited number of devices, the selection is based on MOE’s set of criteria, targeted to those most in need, as well as to enable good sample representation for the pilot initiative.

CERDIK is an all-in-one pilot initiative through which underserved schools and marginalised students will be provided with devices, and access to data connectivity to enable remote digital learning. This is a long-term national-led initiative to pilot digital learning models, for now and for future adoptions. CERDIK is not a short term, one-off device donation initiative.

Device, Connectivity & Maintenance

CERDIK will roll-out the first tranche of devices from early 2021 until completion throughout the year.

Devices and connectivity packages will be distributed to schools. Students will be able to retain their devices until the completion of studies at their respective schools. Technical support will also be provided to students should the devices require servicing or repair.

Devices will be the property of the Ministry of Education (MOE).

Devices will come provided with mobile data connectivity via SIM cards for a minimum period of 12 months.

For devices that require service or maintenance, the school technical team and manufacturer warranty will support them.

All devices come with at least 12 months of warranty, and appropriate support infrastructure is in place. Please reach out to your school administrators to access it.
